Odd things appearing on fish...

I am currently holding my GSP Hamlet in my 10g tank due to some weird 'stuff' appearing on him. It definitely does not look like any case of ICH I have ever seen so I am almost ready to rule that out. Now as for what the substance looks like: It is a very light yellowish tone substance that is loosely balled together. It actually looks like what green algae would look like on the side of the tank but yellow and not thin but in a little bunch. My tank does not have any algae in it and I usually do water changes at 20% every two days, but since seeing this I have been doing 30% changes every other day. All the water parameters are good with 0 Nitrites 0 Ammonia, ~10 Nitrate. He lives in a 55g tank by himself right now but due to not wanting to contaminate the 55g any further if it is, I put him into the Quarantine tank. I would post a picture but due to having a horrible horrible HORRIBLE camera, it would just look like a yellow blur. :(

Anyways if anyone knows what this could be please help me out!!!!

I have never touched Hamlet...I am aafraid to make him puff.

Substrate is large gravel....looks like little 1/8 inch rocks.

Puffing under water isn't so bad... I'd net him & look closer at this stuff or get a really good close up of it & post a pic.

Some form of external parasites or skin flukes maybe?
It could be a clump of algae or something stuck to him, but that should have fallen off already.
