Skiddish GSPuffer

Hello, I was wondering if anyone could help me with my Green Spotted Puffer fish, I'm a little unsure if he's sick or not, but I'd much rather be safe than sorry.. he's such a sweet little guy..

Anyways, I noticed last night that he's gotten incredibly skiddish and has not been as hungry as he usually is. He'll randomly start darting across his tank back and forth and sometimes even 'flick' the top of the water where I almost thought he was jumping out. It sounds ridiculous, but I'm just a little worried. Also, he's really lost his appetite.

I'm not sure if it has anything to do with the fact that the temperature (outside) dropped drastically last.. I live in IL.

Anyways, pleeease help.

Also, I forgot to include..

1)Salinity is 1.008~1.010..

2)tank size 30g, a Green spotted puffer fish..

3)I feed them dried brine shrimp, blood worms, oyster.

4)Yesterday, I cleaned up the tank a bit, gravel-vacuumed the bottom and added a little fresh water, salt, and water conditioner.
Then, checked levels again.

5)Aquarium has been set up for a few months.. I've done the gravel-cleaning numerous times all the same way, and nothing like this before.

We need to rule out the obvious & most common causes of puffer's distress, before considering other things.
