Ceylon Puffer with my Stars and Stripes Puffer?

Can I put my Ceylon Puffer in with my Stars and Stripes Puffer?
The Ceylon currently shares his tank with a few Bumble Gobies and has never so much as looked at one, he does seem to prefer the salinity on the high side lately a little to high for the gobies. It's about 1.08 but if I drop it his belly goes black and he gets skittish.
My stars and strips puffer shares his tank with 2 Columbian Cat sharks and the SG is about 1.018, he gets less active at higher marine levels and seems to prefer it high end brackish.
Can I put them together safely; neither is practically aggressive with other fish? The Ceylon is 3 inches and the Stars and Stripes is 2.5 inches.
I have read some Ceylons can be devils and that in the Marine species you can only mix 'smooth's' with 'spines'.
