Lethargic Figure Eight

My figure eight has started to lay at the bottom of the tank. He is eating fine. Doesn't seem constipated. Tank specs are 25g, figure eight is the only inhabitant, fully cycled, all paramaters are fine (just got a water change), SD 1.004. We've had him for about a month now and this is the first we have noticed this behavior.
Is this behaviour normal or should I be concerned? He does get up and swim around when someone approaches the tank.
