first puffer tank

yesterday I have started cycling one of my old tanks I let go dry after a transfer of the tropical fish it once contained (theyre still here, but are in a much bigger tank now). The tank size is 90l and has a fluval 205 external filter.
What I was thinking of adding would be an F8 puffer; so in the weeks it's going to take my tank to cycle properly I'm taking this time to research as much as I can. I have previously tried online article searches and they have left me extremely confused. some have said F*s can be kept as a number, others say as a single fish, some articles say the fish is freshwater, some argue they are a brackish species (the location for this fish on your forum answers that question for me though)
so first things first, is my tank big enough? it has a sandy substrate but nothing else in there at the moment as this tank is going to be started again from scratch, which plants and decor would suit a F8? which plants could survive a brackish tank? how soon should I add the salt? or should I start it as a freshwater, and when mature then update it to brackish? is there anything I need to add / subtract from the filter media (currently; sponges, ceramic and carbon). also when the time eventually comes and the tank is indeed ready for the fish, how can they be housed? are they best as a group or singular fish, and which fish would be suitable to house them with (if any)
