Are you thawing it out first? It can take puffers up to 2 weeks to accept food.
It could also be from stress, what size tank is it? How was it cycled and for how long? Also is there a lot of decor in there?

my tank is quite simple in decor,i have had that tank going for years so the cycle is good,

Thaw it out, it's bad for them to eat it frozen.
How did you keep the tank cycled? Can you post the perameters? Also what size is it?
Your puffer might feel nervous do to a lack of decorations too. They likes busy tanks.

ok cheers i will thaw it out,my tank is 111 litres,
i will put more in the tank to keep him busy,
i use an external filter and do 20 percent water change a week, ive had a big plec and a couple off other fish in there for ages and they are fine, they dont argue in the tank.
he just flys around the tank like mad but i did not want him to starve

Sounds good. It's probably because he's not used to the tank yet. He should be fine in a fewday.
