fish blindness?

i turned on the light in my tank this morning and noticed that my GSP was acting erratically (swimming fast all around the tank) and my clownfish was swimming along the bottom on the sides of the tank and bumping into the corners. they look ok physically, so i don't think they're sick. in the mornings, my puffer is usually very groggy and slow, and my clownfish swims quickly to the surface of the tank to check out what's going on. i came home last night from a weeklong vacation and they seemed to be perfectly ok and able to see, so the "blindness" seems to have started today. they seem to be able to see somewhat, just not clearly. i tested the water for high range pH (7.8ish, a little lower than usual, which is 8.0), my nitrite level is 0, ammonia registered at 0, salinity at 1.028, and i didn't have time to test the nitrates before leaving for work. the only new addition to the tank is phosban, which i put into my canister filter about 3 weeks ago. does anyone see anything in my water parameters which might be contributing to this blindness?
i have had this 45g tank for about one year. i feed the GSP a variety of items (shrimp, freeze-dried krill, clams, mussels, etc.) with a drop of garlic extract. i feed the clownfish flake food dipped in vitamin supplement (she comes up to the surface to feed). i do a 1/4 water change every 2 to 3 weeks, and clean out my filter and protein skimmer every month or month and a half. my feeding/tank cleaning schedules have remained the same since the beginning.
