Green Spotted Puffer Not Eating.

Hello,
New to the forum and fairly new to the Puffer world. I currently have 2 Green Spotted Puffers. They are in a 20 gallon (long) tank with brackish water. One of them is thriving and looks very healthy...he's growing quite quickly. The other is still as small as he was when I bought him and is on a "food strike". He just sits around and never eats. Other than that he looks healthy. I'm not sure why one is thriving and the other is not.

Any ideas?

Thanks,
Jennifer
