Do puffers get dropsy?

I saw my gsp yawn and i could see visible scales around the area behind it's eyes, that area is usually smooth which is why i'm asking this question...

Scales or wrinkled skin?

Here's a photo I just happened to be taking at the Shedd aquarium of their Fahaka a few years back. He yawned right as I was snapping.

Its blurry, but you can see how the skin sort of folded up.. much easier to see on a big fahaka than on a GSP.

And here he was with no yawning, head looking perfectly smooth:

This subject is very interesting. Once one of my mollies died of dropsy, I wouldn't like to see my puffer in that shape!

Puffers do not have scales & I've never heard of them subcumming to a case of dropsy.
