Nope, puffers do best without tankmates and I'm pretty sure no puffer would be happy living with a tire track eel for to long.

I have a sap and they dont like tankmates but is ok with co-species. They are very active, curious and they will recognize you as the owner

About the tankmates.... I've kept a modestus with a tiretrack eel just fine before.

A young tire track eel (or other small Mastacembelids) may be sampled by the puffer, especially its dorsal fin (I've had that case).
It may work as a tank mate as long as the eel is medium size.
An adult tire track eel of more than 2 feet, however, will eat small fish. And a 8 cm (3 inches) SAP can be considered food by this and similar sized or larger spiny eels. We have an adult fire eel (many years old) in the local aquarium... It would easily swallow a SAP given the chance.
So, I agree with crazedpuffer, and would not mix potentially large spiny eels with puffers.

Maybe an inconspicous fish like a cory or something catfihs like would work.

Corvus covered it.

Yes, I agree, a two foot fish would not work with an 8 cm fish. I have never had a puffer nibble an eel, though...
