Hmm, odd dwarf puffer behavior

So I have a mature planted 29g dwarf puffer tank with 5 puffers 1 male, 4 females.

After doing a water change yesterday, I woke up this morning to find one of the females completely puffed up. Now I've seen them occasionally puff when they get into little spats, but she doesn't deflate.
I put my arm in there to see if she was stuck or something and she deflated, swam an inch away. As soon as I took my arm out she went back to the same spot and 1/2 inflated. Even now hours later she is sticking to the same behavior, slightly puffed and in the same corner.
Any ideas what she is doing? Is it a mating/egglaying behavior?

Have you noticed and aggressiveness from the other ones? Do you think she is getting picked on?

Hmm sorry I kind of forget people don't know me around here anymore, and I assume they know my fishkeeping skills.

The tank and fish are over 3 years old, it has been very stable, both chemically and behaviorally. There is an obvious hierarchy, which she is in the middle of. The only time there is any aggression is when two grab the same worm at the same time, and its usually just a quick show of who's who in the pecking order and the "superior" fish gets the worm.

Mine also had the same problem once....
She was being picked on by others and had a safe spot...i did not know and put anoter plant beside the watersprite where she used to puff up....a few days later she was floating with torn skin and broken fins....

DPs fight at night !
