anyone ever heard of this puffer species. its scientific name is Tetraodon schoutedeni.

It is just another name for the Congo Puffer.

No, it is not.

T.schoutedeni is a freshwater fish from Africa.
It looks like a GSP, but have visible spines on its body.
Extremly rare fish, never seen one for sale.
Guess peace will have to come to the Congo area before it appears in the shops.

T. Schoutedeni and T. Muirus both have the common name of Congo puffer which sometimes can make it a little confusing when talking about em.
