M. Cochinchinensis (Fangs Puffer)?

Picked this guy up in the Bay Area (CA) and labeled as a Red Belly Puffer which I was not able to find on this site. He is about 2.5 to 3 inches long from nose to end of tail. The closes I could visibly match was the Fangs Puffer.
Can you guys confirm this or suggest what he might be?

Tetraodon cochinchinensis
Native to Asia, also called Target Puffers or Fangs Puffer
Freshwater species.

In the puffer pedia the Fangs Puffer is labeled as a Monotrete Conchinchinensis, is this correct or is Tetraodon cochinchinensis correct?
Also my assumption is this guy is pretty much maxed out in size?

The names are the same thing I believe. Someone can correct me if I am wrong.
And I have heard of them getting up to 4 inches.
He is a healthy looking specimen. Nice and fat!
What size tank is he in?

Thanks, just fed him market shrimp, instead of shredding the piece in half he swallowed it whole so he has a very full belly.
He is currently in a floating container in my 40gal breeder, with a Florida/Spotted Gar. If I keep him I have several tanks he can go into.
Thinking of trading him for a slightly smaller Fahaka.
