Keeping Takifugu Ocellatus

I've recently fallen in love with a Takifugu Ocellatus on AquaBid and I've been thinking about buying him. According to the person who owns him, he's lived in 100% freshwater for 2 years, and I don't know that I'd want to change it to brackish if that's what's been working for him.

I've heard so much about how hard these are to keep, so I'm a little nervous about spending $165 on a fish that could potentially die in a few months.

The pufferpedia says they need 55gallons, is there a reason for that? Since they only get around 6"? I have an empty 29gallon I had intended to use, but is that too small?

I've also heard that cooler water is better, right?
