DWARF PUFFERS IN A 20 HEX TANK?

How many dwarf puffers can I have in a 20 gallon hex tank?
sorry just tickled me a bit that 
Though the gallon size would permit 4-5 I would worry about swimming space and territorial/personal space, a hex is taller with a small footprint so I would think heavily planted I would go for 2 maybe 3 at a push
