Bottom line is that you NEED to be able to know what SG your tank is at. You just throwing random amounts of salt in the tank is an awful idea. You also need a liquid test kit for ammonia. You could be throwing too much salt in there which will kill all your good bacteria causing a cycle and high ammonia levels. Which is a very bad thing for your puff. Have you been doing water changes to see if it perks him up at all? If you want to be a responsible fish keeper you'll get either a hydrometer or refractometer that starts St 1.000 and ammonia test . To me it sounds like the refractometer you got does not measure salt since they all measure salt in low levels.
