You plug the timer into the socket then plug the aquarium light plug into the timmer. You will figuer it out I am sure.

Leave it on & unplug it. Does it go back on when you plug it back in without touching the switch? Some of the older fixtures have to be turned on/off manually.

i do not have the timer 
i just get how it works. but i dont think i need one everymorning 9 am i turn the lights on and 11pm i turn them off

i question appeared to me ! if i feed my puffer always at the same place of my tank ( left place ) does it will be used to be there and will be more there ?

Yes, you can train your fish to get used to being fed in a certain place. My dad used to tap on one corner before feeding & they'd all swim over to that corner.

9 am to 11 pm is a very long photo period to have with no plants or corals, I foresee some epic algae in the future.
