Certainly none of the more common Diodon species. It probably does not belong top the typical "burrfish" genus Chilomycterus either (the differentiation of Diodontids into "burrfishes" and "porcupines" is not very valid and quite inaccurate by the way... you won't find it in "good" literature... Some can erect some of their spines, but not all, what does it make them?).
Cyclichthys orbicularis is very similar to the pictures above, but the yellow to orange patches are not so typical. However, here's another one IDd correctly as Cyclichthys orbicularis (from spine counts):
http://www.flickr.com/photos/7763842@N06/2847243607/ It has large yellow patches, too. So even if the C. orbicularis seen in trade most often don't have them, they are obviously possible.
Another name I could think of is Cyclichthys hardenbergi, which occurs in Indonesia and might get caught for the aquarium trade. The two can reliably be told apart by the numbers of their spines above their eyes and between the narines.
Will have to agree on it looks alot like Cyclichthys orbicularis.

Cant get a decent pic, difficult when you only have a phone to take them with.
It has 3 spines between the eyes and 2 above each eye if it helps.

Just looked at the link agian for Cyclichthys orbicularis. I'm pretty sure thats the one. spines are the same

The easiest spine count difference is the one between the narines. C. orbicularis only has one there (like in the link above), C. hardenbergi has 2. Both count to the smallest Porcupine or Burrfishes.
