I'd recommend a betta though. One would be very happy in a 10gal tank. They're beautiful and have lots of personality. Fish with personality are always best :)

You could do a single dwarf puffer like you had mentioned as well. They're great little fish but it won't be as visible and flashy like a betta would be.

I've almost always had at least one betta because they're awesome.
problume is i have a tarable time with batas they always go billy up with in a few months of haveing them and i do every thing right i resurched them and all dont get me wrong i like batas but i just have bad luck with hem

Puffer lay on the bottom when they are sleeping although they don't usually move their eyes. Bottom line of what everyone here is trying to tell you, your guy won't live a happy life in a 10 gallon he really won't and honestly after reading threw this thread I think what is best for both you and the puffer is to exchange him. Not trying to be mean but in the end the longer you keep him the more attached you will get. Please think of what is best for him ok.

I have overfead my puffers before on quite a few occasions and they sit on the substrate untill everything is digested before they are active again..mine do sit sleep on the sand though which is quite normal,if its strange for your GSP then i would be worried but if its happened before and like you say you have just changed water then it could be just fine
