I would definitely thaw it before feeding. It can stress a puffer out some to eat really cold food. Also, it's always a good idea to soak the food so it doesn't expand a bunch in the puffer's stomach.
My DP's love eating bloodworms out of a brine shrimp net. I thaw the bloodworms in a cup of tank water, then poor it threw a brine shrimp net and throw out the water - this keeps the tank clean. Sometimes they like to fly right into the net and viciously attack them head-on, or they bite it from the outside and pull it through the tiny holes in the net. They have so much fun!!
