I'm so sorry you couldn't save him. It was very kind and compassionate of you to worry so much about fish that weren't even yours, most people could care less about fish.

As for the new thread, how incredibly frustrating. If he were my brother I would be tempted to sabotage his tank so he couldn't hold water in it, let alone any more fish. Of course, there may be some legal recourse in doing something like that and I wouldn't recommend it...

Maybe you'll get lucky and the puffer will have been sold before he gets the tank cycled?

Maybe print off a few of the articles from the library for him to read and refer to. If you monitor what he does and make sure he takes it slow and does things right it could be a good learning experience.
