Is the powerhead clean? Cavitation can produce micro-bubbles. Dissolved oxygen is invisible, it does not cloud the water.

No the powerhead hasn't been cleaned in awhile, i'll try that today and maybe lower it down too, to prevent cavitation.

I know diatom fitration is out of style these days, but it does work. Most tank micro-flora/micro-fauna imbalances work themselves out, but persistent problems can sometimes be cleared by repeated diatom filtration. Not much else we have can actually capture bacteria. If you have access to such, it is worth a try. But it may need several runs over the same number of days. For me it would be last resort, but if I had long-persistent cloudiness that did not clear, I'd pull out a diatom filter.
