I've tried the small canister type where you push the cap down and it releases CO2 over a few hours - I didn't notice any difference in this type of device and I wouldn't recommend it.
Liquid CO2 does improve results and I've tried 3 different types and I find Easycarbo the best. Look around on the internet because you'll find it much cheaper than in the shops.

I've read that yeast CO2 is good but is impossible to control which can cause fluctuations in the tank CO2 levels and hence increase algae. (I have no experience)
Many planted tank enthusiasts insist that CO2 injection is the best form of CO2 because it is the most controllable and yealds the best results but it is the most expensive. (I have no experience)

So there is no way to control the yeast method, dang :( ! I've made homemade soda before and its essentially the same thing modified slightly.

I'd say in a ten gallon to just go with a liquid carbon additive.

The "best" is not always the brightest, strongest light available. The aim of the tank matters. I rather like Iliveinazoo's list on high and low light and/or ferts. What you are trying to do determines the lighting you use. Balance is everything in a planted tank.

PP's 90 is a case in point - it has what is to most folks "high light", but that is also a tall tank, which are a PITA to light well. Above 24" water depth, things get weird. Fluorescents are not often the most effective light for such deep tanks. For what she is doing, they do work.
