After checking the 55G tank I've been maintaining for a customer for a completed cycle (no ammonia with detectable nitrates) I can say my first BioSpira expirence was a complete success! I have to admit that even though I've read almost nothing but good things about the product, an "instant-cycle" product seemed almost too good to be true. 
As for people claiming it hasn't helped cycle the tank, I believe this is either due to the carrier not storing/shipping it properly, or the package being allowed to warm up too much somewhere along the line. I was sure to get it from an LFS I trusted (they cycled both their SW and FW systems with BipSpira!) so I knew that it was kept properly, for at least as long as they've had it.
I've started to see it showing up in the newer/remodled Pet Supplies Plus stores too. It wouldn't be my first choice but for those who must rely on a chain store to carry their aquarium supplies it's better than nothing.
