I certainly wouldn't. What was it again, hovanek? Sheesh.
I can vouch for Tetra SafeStart, at least when stored properly. I happened to also use it when upgrading a 16g to a 75g, so there was some media but not enough to support the increased fish load from the fish from another tank that I added at the same time. Slight nitrite spike, then settled shortly thereafter.
