I have found that the meds build up a bit too much to do more than two treatments using only 25% water changes - I have found my fish less stressed with 50 to 80% between fizz tab treatments.

I've seen some little white hairlike things which I assume were his IPS. I've cleaned out his tank and he seems to be doing much better. He is managing to keep some weight on now! Thanks everyone for all your help, you guys are terrific.
