I know Phaedrus will respond as well, I just wanted to add another 2cents...I would say you are close to being close...I don't have the experience to say with certainty...but with good reflectors you should be close to 2.5-3wpg of NO t12 light. Having said that, I am not sure you will get the coverage from a 24" light...given the width and length of the fixture, you will end up with dimmer area's around the edge (assuming light is centered)...just ensure low light plants are used on the edges(IE java fern), and plants requiring more light are centered under the fixture so they can get the most out of the light provided.
