Puffer ID is a difficult thing.

I think it is T. abei.
My fishes looked just like yours upon arrival, and will indeed change colour according to mood.
(Especially around feeding and when under threat.)

As I understand it, the tell tale sign is the yellowish/orange spots unevenly distributed on the body.
And RTR kinda concluded (with a sigh) that it possibly was yet another kind of "Target Puffer"...

T. abei most certainly has a spot which has a slightly more intense colouration then the it's "regular" spots.

I've kinda concluded that the pictures of dark brown specimens with orange spots, most certainly are specimens under stress.
On the other side; my specimens are juvenile and might very well change coloration when growing up.

That is T.abei

Taiwan import a lot of T.abei this year
Aquarium can't differentiate between T.abei and T.turgidus
So T.abei is very cheap now
about 3 USD
