The only reason I am keeping my specimen in brackish conditions is that Dr. Ebert (author of The puffers of fresh & brackish waters) says it can be done.
He does not specify "how long".

But in consequense of their marine origins they can be kept only for a very limited period in freshwater or brackish aquaria. It is absolutly essential to transfer them to a marine aquarium later on. When purchasing these puffers it is important to take into account that they all attain a considerable size. Astonishingly it has been found that some of these marine puffers (e.g. Chelonodon patoca and Takifugu oblongus) are much easier to keep in freshwater for long periods than are some brackish-water species.
My own specimen is settling in nicely.

How long would it take for a small one to outgrow a 55G tank?

In my book it would be like giving taking in a puppy or kitten, knowing that I will have to give it away after a few years because of my inability to house it.
IMO; if you take on a pet, you should really be in it for the long run.

Plus, I POSSIBLY might be able to house the little fella by then, because I will be out of college and HOPEFULLY gainfully employed.

Don't start trouble for the sake of it, please. It is my opinion as well that taking on a PET, not food, knowing you can not house them properly is irresponsible. I'm not getting into a debate on animal personalities or the moral consequences of animal consumption.
