He would come to you for food. I feel you would want more depth for a mbu tho

Well, I would not use it for QT. But puffers are bright and curios fish and they do learn about feeding in captivity very quickly IME.
I doubt that I will ever "move up" any fish again after QT. I have given up that poor to bad practice as an excellent way to stunt fish.
