No sumps dont have to be expensive at all. But I would not use a HOB over flow. Drill that tank put an Inkybox overflow in and get 20/29g tank use baffles to make three compartments. Really it is not difficult. When under 100 gallons for FW a sump/wetdry is really not needed. I just like them to keep as much out of display tank as possible plus it adds more volume to the system.

Under 100g yes, FW no, It will be full salt.
