Sometimes it takes a while for them to come around and feel safe enough to explore. Do you have lots of place for him to hid, background on the tank? They tend to be sometime nocturnal, have you ever watch to see if he comes out when the tank light is off and very little light in the room at night?

The tank has a back backing. There are many spaces to hid. There are quite a few spots for him to hid. He only seems to come out when there is zero light in my room. I know this because I have turned on my lights only to see him scurry behind the rocks.

People might disagree but i believe porcs to be nocturnal. Look at those eyes. Not to say he will learn not to be but you just have to give him time... Is it wild caught? It could have been living in the ocean a month ago...
