puffer tankmates overstocked?

I think you'd be okay on the dwarf puffers, I tend to think of stocking levels for them as 5 gallons minimum for the first, 3 gallons for each additional. I think the puffers plus EITHER the kuhli loaches or otos would be an okay stocking, remember they are likely not fully grown yet.

I would get rid of the other fish though, especially the gobies, who are brackish fish, not freshwater.

In the mean time, watch your nitrates and if they start rising around or above 20 by your weekly water change time, you know you are reaching the point that someone has to go, and now.

I agree that 15 DPs in a 55 gallon would be just fine. I have 5 in a 29 gallon and it seems awfully understocked sometimes. But I don't want to rock the boat by introducing new ones.
