they may try. SAPs are biter-slupers. They will bite and "rag doll" a snail and will only get part out, if it is a larger one. Similar to a dog playing with a rope. The down side is that you are left with a dead soon to be rotting snail in the tank
Cone species are usually avoided because the shell is too tough to get through. I can't speak about Dwarf puffers but if you crush the shell between 2 spoons it will help also. Don't use your fingers to crush it, shell fragments are very sharp.
So far my SAPs have not touched my assassin snail that is in the tank.

My bigger puffers, Mbu and Fahaka, will try to eat the Malaysian Trumpet snails every once in a while, but I don't think they are very successful judging by the amount I still see in the tank.
I have a BP and a DP. They seem to be fine. Ideally I just wanted an Otto or two as they wouldn't overload the tank. I have bought 2 Ottos seperately and they both died.
I recently stupidly bought two more Ottos so I now have 2 Ottos, one 5cm BP and one DP in 10 Gallons. I think the BP may grow to make the Tank too dirty for the others. I also have a few big snails which Puff seems to like and a lot of MTS to which I may have to fish out at some time.
Might be looking to re home the BP.
BP is fine and has no problems.
I'll be water changing every day if they poo any more. (presently do two weekly changes of 12 litres each time)
