It is absurd to talk of one animal being higher than another. We consider those, when the cerebral structure/intellectual faculties most developed, as highest. A bee doubtless would when the instincts were.

I'd consider it supplemental filtration--like adding a veggie filter to a FW tank. A marine tank without a sump or fuge will still be successful but the idea is to keep the nitrate as low as possible, to keep corals healthy & le$$ water changes. A FOWLR doesn't need the nitrate to be as low as a reef tank though.
