For full bacterial development, .002 per week is the best number to use.
You can buy base rock, fossil live rock, and other forms of dead live rock all over the Internet for next to nothing, and it's a great start. You can add rock like that anytime, just don't add the good, cured rock until you're at about 1.017 or higher. It will, over 3 months to one year, seed all the other rock. Get about 1/5 to 1/4 the weight of the "dead" rock in live rock for fastest results. Leave the media in the filter, cleaning as per normal routine, until you have the skimmer up and running. Leave them both on together for two weeks, then remove the filter, or, if your tank lacks flow, just the media, so it simply acts as a water pump.
