The only small freshwater coldwater turtle I know of is northeastern USA's wild Mud Turtles. They grow 4-5" shell length. Do fine at standard house temperatures, but do need a basking area, though they make far less use of it than Eastern Painted turtles(another great, but half again larger) cold water turtle.

PP do you have a pic of your turtle's habitat? Just wondering what is necessary to house a turtle...even if my idea of putting them with fish was not so good...
Hard not to fall in love with a turtle..
