I saw one of those at Long Beach Aquarium...he was swimming with his mouth wide open too, but was a healthy looking specimen, about 3-4 feet long.

oh damn there's something wrong with this puff for sure his back looks buckled and the mouth looks awful
and the fish at 24 seconds looks like he's done that to him self against a rock trying to escape from something bigger
