There are lots of stunted puffers in captivity. Perhaps even a majority. But captives still should reach full mature size. That does not happen in their first year for slower to mature fish such as mid-sized to large puffers, but it should happen. If not, there is a husbandry issue somewhere.

I am neurotic. If my fish do not reach or exceed wild size, I know that I am missing something. Most often that is dietary and or spacial -the last is the most common problem for me. Almost all of the fish I have kept in the last generation have met or exceeded wild size. I do still have an elderly stunted feeder goldfish which is definitely stunted, and years ago I stunted too many Clown loaches, but we do eventually learn.
