I can't figure it out, why would collecting rain water be illegal?

valuable resource... Why collect and horde free water, when you can pay for chemically processed water?

I believe in CO the state's way of thinking was that any and all water belonged to the state not the person. I also believe it was (if not still is) illegal to reuse grey water (like watering your garden with bath water) in CO...

I dunno, but I live in Texas and laws like that don't fly around here.

Depending on the species of fish you have, you'll be just fine. Many puffer species love extremely hard water, such as Figure 8, GSP, Fahaka, etc.

Now, the more south american species prefer softer water, SAP's, etc, but usually most fish, other than a few extremely delicate ones, adapt really well to whatever hardness your water is, as long as it stays stable. Constantly trying to change it can actually cause more problems, so just let them get used to your water as it is and go with it.

You could mix in RO, but it can get to be a pain to buy it, the filters are expensive and with your hard water, they will need to be changed out often. You could also try something called Blackwater Extract, but really, I think it would be a waste of time and $$.
