i regret to inform you of this , but they are NOT enjoying this. the male is attempting to assert territorial dominance, and the female is simply putting up with it for now.
one day there may be wounds, or a dead puffer.
neither are good things.

Is that from the video that you have seen?
If so, then it looks like we will need to be rehoming one of them.

The thing is that the female has asserted her dominance before (sort of like dogs establishing pecking order) and the male is submissive - and he still is now. She doesn't put up with things as a rule in this way.
Descriptions of mating behaviour match their actions in terms of the male trying to push the female to the surface and it all started by her sitting on him constantly and him trying to get underneath her to push her upwards.
I guess time will tell but we've seen aggression in fish before and this is nothing like it; on the contrary, it looks tender.
