I'd check the water parameters for ammonia, nitrItes (both should be 0 at all times), nitrAtes (should be <20) & pH (8 is good). Puffers should not be shedding.
Brine shrimp aren't very nutritious--mostly water--& should only be fed as a treat & rinsed well. Reed the GSP articles for better feeding ideas.

If "these" is referring to the stress coat and stresszyme additives, they simply are not needed and offer little if any benefit to the fish IMHO and IME. Pretty much a waste of your hard earned money. They should not be the cause of the shedding you are now seeing though provided that you used them according to package directions.
