Quick replies to both topics too:
OP: I'd advise against clown loaches too, but for another reason than those cited: they're playful fish, and boisterous, and your SAPs will not appreciate that. Then there's the size/food issues which others have mentioned too.
2nd Q: I'd advise strongly against keeping a solitary SAP. They really don't do so well on their own; you need a group of 3 at least, is my recommendation. And, a 17G is too small for a group. It's too small for even 1 really, IMHO, because they love open swimming space and plenty of it. Size isn't everything: it's the level of activity too, and SAPs are one of the more active puffers.
