I think that would be a good place to start Hilly, when are you gonna do it? I found that even with my overstocked tank dealing with the ammonia spike wasn't the real issue. Dealing with uber high nitrate was the problem. Though obviously over filtration is essential to prevent damage from toxic waste, big water changes are paramount to keep the nitrate down and no matter how many filters you bung on will help with that matter, unless you fill one with nitrzorb perhaps?

I would assume when folks speak of a puffer at 24", that does not include their tail.

Is there by chance a sub species of this type of puffer that is smaller in size? If not, do you know of a place that sells this type of puffer but it naturally remains smaller than the typical one in size. No I am not talking about a puffer that's small due to being in a small tank and or being underfed. Is there also a sub species of the Fahaka Puffer that is also smaller in size?

Nope I don't believe there are any sub species of small mbus.
There are reports how ever of a smaller fahaka maxing out about 8 inches, but I don't think it's possible to tell the difference.

I don't think there are subspecies but I am sure that there are some Mbu or fahaka that are never gonna reach the max stated size. Its the same as humans, you have an average size but there is a vast difference in everyines size.
