Well, its still on the low side, 24 watts over 15 gallons is still less than 2 wpg. But its definately better than 18w!

No, tinfoil is less reflective than some bright white spray paint, and by a good margin. Mylar is much better than either, just use the inside of a mylar balloon, rubber cemented to cardboard. Remember to give the cardboard its final curvature BEFORE gluing the mylar, or the mylar will wrinkle more and loose some reflective potential.
