Would it be okay to put some monos, scats, archerfish and a ceylon puffer together in a 75 gallon?

Monos are schooling fish and quite large and fast in hobby terms, Scats are huge and bigger waste-producers than Oscars, most Archers are quite large as well, as is the ceylon pretty hefty. I think that you are asking for serious crowding and water quality issues, not to mention feeding incompatabilities.

I'd look onto making it either a puff tank or a bw community. Its hard to get fish with larger species of puffs cause they can hog all the food.
