Will a 20 gallon stunt a gsp?

I currently have my green spotted puffer in a 20 gallon tall aquarium, he is about 1.5 inches long. I have a 55 gallon tank that I will eventually be moving him to but I wanted to make sure I'm not stunting him by keeping him in the 20 until hes a little bigger?
I have never had a fish to my knowledge that was stunted but I really want to take good care of this beautiful fish and dont want to do anything to negatively effect his health. Any suggestions would be greatly appreciated.

He seemes to be happy and healthy with a totally white belly and has been eating great and has been very active.

With this species, I figure 10g/1".

Thank you for the help :), I went ahead and upgraded to the 55 for more swimming room for the little guy! Everything went smooth and now there should be less chances of nitrates building up quickly.
