New green spotted puffer

Hi everyone

I’m new to the group and I have just homed 2 GSP val & Bruno. They were sold as freshwater fish and The guy at the fish store said I don’t need to worry about changing the water to brackish until in about 10 months time when they have grown. I’m just worried that I have to start doing something sooner,
He tested the their water for me and said it was ‘fine’ but is there anything I can buy to check it myself ?
How often do you need to take water out and change it? Is there anything I need to add to it before I put it back in?
As you can tell I am new to all this but I want to make sure these 2 guys have the best life
