Do you think this guy is a deep sea dwelling cousin to puffers? Some similar shared traits observed are the large mobile eyes. (despite being in a very unusual position) And their fins. (see video)
WARNING: Puffers are mischievous little blimps with enchanting powers. You may not be content with having just one.

They're obviously related, but I have no idea how far back you'd have to go to find their common ancestor. Awesome link though, thanks for the share.

No idea about its relation to puffers but that is one neat and strange looking fish.

Unusually enough, this is not the first time I've seen this fish.

Octonauts (little kids show on disney junior) featured this fish in one of their episodes. (they do one fish per episode)

I just found it neat to come across this particular fish yet again.

Either way, guess shouldn't be too surprised on what is discovered in the ocean depths.

Deep sea really accounts for some strange adaption. Where else can a clear head be an advantage?

If you got the time here is a list of 60 strange deep sea creatures with photos, the barreleye made the list. It's a weird website, but cool photos.

It's related to puffers in that it is a fish . That said, it is quite a remarkable fish.
