any ideas?

I was going to say Fahaka or MBU untill the cheap part came into play. Sounds like a betta just please no fishbowl with glass rocks at the bottom.

If the tank is large enough and if you have filters and know how to monitor water parameters..
Dwarf rams are cool, I just got a German blue and a (I think) Bolivian and they have loads of personality, no really long fins, but they do have nice fins..

Yea I like the angel rams too - at my LFS they look more like peacock rams (idk if they are the same) but their colors are SO vibrant, almost like the fish was airbrushed.

Your friend could also look into Blue paradise fish-part of the labyrinth fish family as well.
